Twice, prior to elections, electrical poles and wires have been installed along the road to Delapaz with promises of electricity after the elections, and twice the poles and wires have been removed after the election.

In the recent 2007 November election, the wife of the last elected Barangay Captain ran for election and won while paying voters with bags of rice and money for six more years of corruption and no electricity.

Raytheon Wins New Power Projects Worth $640 Million.

CAMBRIDGE, Mass.--(BUSINESS WIRE)--April 15, 1999--

Raytheon Engineers & Constructors (RE&C), a unit of Raytheon Company (NYSE: RTNA, RTNB), announced today that it has received new power projects totaling $640 million. The projects include a 1200-megawatt power plant in Batangas in the Philippines

In the Philippines, Raytheon has signed a contract, in consortium with Mitsubishi Corporation, for a 1200-megawatt gas-fired power plant to be built in Ilijan, Batangas, about 75 miles south of Manila. Raytheon's portion of the contract is approximately $260 million.

Raytheon will perform the work for KEPCO Ilijan Corporation (KEILCO), a subsidiary of Korea Electric Power Corporation, which was awarded the project by National Power Corporation, the Philippines state-owned power company.

Raytheon may face penalties for Philippine project

A unit of Lexington-based Raytheon Co., the third-largest U.S. defense contractor, may be penalized by the Philippine government for delaying the start of an $800 million power plant in the Pacific island nation.

Jose Victor de Dios, undersecretary for the Philippines' energy department, said the government may demand payment from contractors who built Kepco-Ilijan Corp.'s 1,200 megawatt power plant for failing to get the facility at full capacity by January, as originally scheduled.

The plant was commissioned, though it won't be fully operational until June 30, he said.

Raytheon-Ebasco Overseas Ltd. is one of the contractors involved.

The Ilijan power plant in is one of three power plants that will use fuel from the Malampaya field in Palawan, the Philippines' biggest gas find.

President Gloria Macapagal-Arroyo today flew to Batangas City this morning to witness the completion of the largest natural gas manpower generation facility in the Philippines.

Recounting her visit to the Ilijan Power Plant in Batangas before members of the League of Municipalities of the Philippines (LMP) who were having their 12th General Assembly at the Manila Hotel, the President said what she witnessed this morning was a milestone event for the country.

"Because now, with the opening of the Ilijan Natural Gas Power Plant, more than 52 percent of our total energy requirements is supplied by resources from right here in the Philippines," the President.

Members of the independent power producers (IPPS) today pledged to President Gloria Macapagal-Arroyo to help provide electricity to more than 1,600 barangays in the country under the government’s accelerated rural electrification program.

The IPPs made their pledge before the President during the launching of the Partnership for Rural Electrification Program (PREP) held at the Heroes’ Hall in Malacañang.

The program is a partnership between the government and the private sector, supported by Overseas Development Assistance (ODA), aimed at enhancing total electrification of the country.

Among the IPPs participating in the PREP are the PNOC Energy Development Corporation (PNOC-EDC), California Energy, Korea Electric Power Corporation (KEPCO), Mirant Philippines, Power One Corporation, and the Luzon Hydro Power Company.

CEBU CITY -- President Gloria Macapagal-Arroyo conferred yesterday a Presidential Award and Citation on Korean Electric Power Corp. (KEPCO) Chairman and Chief Executive Officer (CEO) Han Joon-Ho in recognition of his significant contributions to the country's energy sector and support to the government’s Rural Electrification Program.

The conferment ceremony, which was held at the Social Hall of the Provincial Capitol Building here, was witnessed by local officials of Cebu led by Gov Gwendolyn Garcia.

The government’s energy program, one of the key components of the President’s 10-point agenda, seeks to attain 100 percent electrification of the 42,000 barangays nationwide by 2008
